Two thoughts... (1) I used to travel a lot all over the country before I retired and always asked at the car rental desk about unusual traffic laws or other things I should watch out for. When I got to Oklahoma, I was warned to watch out for the Lincoln Continentals (unmarked) the choice of the state police. They had their emergency lights well hidden in the large backup lights and grills. (2) I am loathe to pull over for unmarked sedans, I don't care about whether or not they have emergency lights. Isn't the idea of having consistently marked cars (like black and white pandas) to assure the public that it's a real cop?

Funny how in Europe police cars are clearly marked to help people identify them in case they need help. I'm so glad our police force is more worried about ticket revenue.
