No you can't.
Your options are to state in your Soldiers Memo that you believe:
1. You are fit for your MOS or
2. You are not fit for your MOS but are fit for the Army and should be reclassed or
3. You are not fit for service and should MEB.
If HRC decides to retrain you, you will be placed on assignment and may need to reenlist for the new assignment or MOS. You can refuse to reenlist, but HRC may waive the SRR and send you to training anyway.
