Would the Army be more effective in peacetime if soldiers could 'lock-in' at a preferred rank with payraises or with mandatory rank advances?

I would say in peacetime because in war, you would want to promote the most skilled soldiers to fill emptied leadership positions in both the enlisted and officer ranks. OCS for units in refit and battlefield promotions for the most effective and proven NCOs.

If a soldier is happy as a SPC/E4 and performs well as a SPC/E4 and has no desire to go beyond, then let the Soldier retire as a SPC/E4 -- am I understanding the gist of your question?

Yes That bthe ide, but I leave the question about in war open because even a SPC/E4 may change his mind and want to step up once casualties begin to happen.

CSM Chuck Stafford This is a story from long ago and far away. My dad (served USAAC/USAF from 1931 to 1956 retired LTC , and took 4 years to make PFC) said that in the pre-WW2 Army it was not uncommon to have 20 year Privates. When these individuals were approaching retirement eligibility the unit First Sgt would take a demotion without prejudice to Private and the Private would be promoted to First Sgt rank for a month for retirement purposes. No "up or out" then. Just a memory.

I understand the question. There are a lot of soldiers that are excellent at what they do bu are not fit to lead. I for one am in favor of bringing back the spec 5 rank

I don’t disagree but that would be a hard sell as the big Army thinks EVERYONE should be able to perform as a leader and it will be your fault if they fail because you let them down.
I could actually see it hindering promotions due to folks sitting it out in slots; hence your suggestion of Spc5 and up as holds for those not wanting to be NCOs.

Spec 5 and above when used, were MOS driven. I was promoted to SP5 as a medic, but was assigned to a small post and had joes report to me as the highest ranking EM in an S1 section. At the time, a lateral to SGT wasn't considered as it was known that I would only be around for a year.

Used to see this with heavy equipment operators and crane operators. They were in many cases happy to just stay at E-5 / SGT. Because that's the most senior rate that still regularly operated equipment. SSGs got to run equipment while training their Soldiers but the Platoon Daddy at SFC was running beans, bullets, admin and fuel.
