Hello everyone, I Hope you're doing well, I just had a question. I completed 16 years active duty and was forced to ETS in Nov 2016. I lost my career because of a 4-2 ncoer in July 2011 and my name popped on QMP once I received a 4-3 ncoer March 2015. I was denied continued service and was given an ETS date of 1 Nov 2016. The two ncoers had "4" rating which I got popped for QMP. I fought and HRC removed the 2015 ncoer in Aug 2016 but to keep my career I had to remove or have the 4 changed on the 2011 ncoer. After years of fighting the 2011 "4" rating was brought down to a "2" rating yesterday. So over 7 years later what can I expect?

I'm not sure what your question or current situation is.

I THINK this is what you were laying out:
● You received two 'less than favorable' NCOERS, both where your senior rater rated you as "Fair" for your performance (one in July 2011 and another in March 2015).
● Because of this, your file was referred to a QMP board where you were identified as someone that shouldn't be retained, a HQDA flag was placed on you records, and you were subsequently forced to ETS in November 2016.
● While still on active duty, you appealed the 2015 NCOER (I assume - you said 2014) and it was removed from your AMHRR (blanked out).
● After seperating, you continued to fight to get the 2011 NCOER changed and eventually it worked it's way up to the Army Board for Correction of Military Records (ABCMR). They recently issued a finding which changed the "Fair" to a "Successful" on the 2011 NCOER.

To your last line - "So over 7 years later what can I expect?" - about what? Going back into the military? A further action by the ABCMR?

SSG (Join to see) - HRC won't know what the next action is for you - they are one of the principle agencies that the ABCMR's directives go to, but they just execute the actions given to them. The ABCMR works directly for the Secretary of the Army (technically they work for the Army Review Boards Agency which works directly for SECARMY).

There are a lot of possibilities* that the board could have directed/recommended, so at this point I would wait for the letter from the ABCMR (within 30 days, but likely sooner) that spell out in detail what they did and what you should do.

* The ABCMR has the authority of the Secretary of the Army for most actions and will give recommendations to her for those they can't direct. In your situation, this could be anything from upgrading your RE code and approving a waiver for you to reenlist to giving you constructive credit to reach retirement eligibility.

Ok thanks for the info but I can say they said partial instead of full and my request was for a 20 or 22 year retirement and I think the proceedings from ABCMR stated that was the only thing getting approved and the other wasn't because there wasn't enough evidence.

SSG (Join to see) - if you have the results already, then nothing more would be forthcoming that wasn't mentioned in the proceedings.

Starting in FY18, QMP separations were given a RE-3 reentry code. You could do one of two COAs:
● Talk to a recruiter to see if rejoining is waiverable now. It's possible that additional guidance has been given to the field regarding QMP separations after FY18 and reenlistment waivers after the FY18 changes. You may need an age waiver (quick calculations are at least 42), but as you could complete 20 years prior to your 55th birthday, you should be eligible.
● Apply to the Army Discharge Review Board for a discharge upgrade (you have 15 years, after that you need to go to the ABCMR). Based on the changes to your NCOERs you can argue that there isn't a reason for QMP action and you should have had an honorable discharge with a RE-1 code.

In both cases though, you would be re-enlisting as a prior service (PS) individual, so there are certain business rules that the recruiters follow regarding which MOSes are open, rank determinations, etc.

Thanks, I was told to wait on the ABCMR to send me a packet stating what everything was and I was going off of the IPERMS document. If they don't give me the retirement I might re-enlist to finish the last four years, if possible.

SSG Washington, I apologize that I am not up on all of the regulations covering all of this, but I do have a decent recommendation. You might be able to join the Army National Guard and finish your last 4 years to get a 20 year retirement. or stay in until you are 60. Worth a try. They can give many waivers for many issues and all branches are hurting on recruiting numbers. Good luck.

Thank you! I would have joined the Reserves or the Guard but the QMP means a RE-4 code.

SSG (Join to see) they can waiver many codes. I don't know if that is one, but they probably can. Try the Army National Guard. It is lead and paid by the state, while Reserves are federal. Contact a Guard recruiter. Good luck.
