Recall the fanfare and out swells of the pundits when IS was reduced to just a single compound in Libya and then destroyed in the last month of the last administration. Victory in one battle does not make a campaign victorious when the enemy remained elsewhere. Now fast forward to 2019, and IS has again gained strength and has been operating their campaign in such a manor as to weaken what government Libya has. The question remains that as we see IS having obstacles - can "we" capitalize on those and make life miserable for them? Or will we play more Wack-a-Mole and keep failing to grasp the broader picture and how operating a campaign using just a counter-terror pillar has not succeeded in 20 years now.

I see little difference between ISIS an other terrorist organizations over past decades. When our forces have restrictions placed on them, and terrorists conduct unlimited warfare around the globe, this will continue. The most powerful military on the planet and our strategists are unable to out think a bunch of radicals?

In December 2011, Turkey agreed to provide training the Libyan Army as it attempted to reorganize in the aftermath of the civil war.[10][11]
Without getting into the reason NATO (American assets) helped these so called Liberation Army units/groups/tribes defeat the Col. and put lead in his head. Because, he did not take the Silver offered to him by Billery, I mean Hillery. I think it was a 35 Billion $ offer for a seat on Citi Bank. But I could be wrong.
Anyway, it appears the forces we are backing are lined up with Turkey. The world system's desired leader of the Caliphate. Not the ISIS, or other Islamic Caliphates being pushed on the ME and elsewhere in the world.
My sarcasim exists Sir due to we are not telling ourselves the truth once again. For example, ISIS bad, Liberation Army good. Who says so? Because why? Because the Liberation Army is on the side of Turkey. A well known ally of American citizens?
Screw the lot of them and their one true god of their Kaaba. Arm both sides.

Follow the money. I have not done the research, my world is so small, but follow the money and shut it down. If the money comes from Iran, Saudi Arabia, Turkey, or Yemen, I don't care, shut it down.

It is coming from many places and from many different things they are doing. We were good at closing off the state funds and key NGOs that were funding them or routing money..... but IS figured out other ways to make bankroll. Aot of other ways. Piracy in SE Asia, acadia tree products in Somalia, oil fro various places, and the list goes on and on.
