As I recall, the Legions won this argument long ago.

Front to front the Phalanx was a match for the Cohort but the thing that made the Romans successful was that they had more maneuverability and they were tactically flexible. The Phalanx didn't allow for either of those things.

I agree, but in the end it is the tactical deployment. A phalanx can hold a position with support unit could flank the enemy. Look at how successful the Greeks were when they were out numbered. The leader must know the units strengths and weakness of the formation and deploy according to the situation.

Yes, Marius changed the legion organization. We can thank him for backpacks. I think he was Caesars' uncle. Marius was the true Roman hero not all that followed, but that is another argument.

Recall that those reforms came after the real clashes - and reshaped the legions right at the end of the Roman Republic period.
