Why don't you ask a Vietnam Veteran, how many were awarded to the Vietnam Vets I only know a few every get one. Mainly given to those killed, that did not get a Purple Heart. None were issued to anyone, that I know of , in Vietnam. But hey, no CAB's either, because we did not have any, only for those after 2001. Now isn't that special. Great to be not noticed for being in Combat, even though a lot of us earned Purple Hearts, BS W/v, SS, DSC and even MOH, plus a lot of us non Infantry types going home in body bags and Medivaced out. Everyone knows how great it was to be in the Arty, in a 360 degree war.

Reading through ALNAV 025/14, not sure as a CPO how I feel, I lean towards being a traditionalist I suppose, and kind of liked the 4 yr period. As a VSO, this gives me ample opportunity to have the VA Regional Office do a Line of Duty assessment for those discharged under other than honorable conditions. Stressing to the VA consideration of Honorable Service time when the disability may have been incurred.

The Navy used to be on a four year cycle; out of sync with the other branches. That has recently been changed. Does that change the impression sailors have of it?

LCDR Rabbi Jaron Matlow to me the change from 4 to 3 years or eligibility does not cheapen the Good Conduct Award, but rather puts it in line with our sister services. Navy has been out of step for many years and corrected this mistake in 1996. You can see this here from ALNAV 025/14
( b. Eligibility Requirements
(1) Period of Service. In accordance with NAVADMIN 305/95,
subsequent to 1 January 1996, any three years of continuous active or Reserve
service as an enlisted person in the Navy or Navy Reserve. For the period 1
November 1963 through 31 December 1995, inclusive, the qualifying eligibility
period is four years.) If the 3 year period had been in effect for my career, I would have earned 10 GMC's vice the 7 I earned under the rules while i was in service.
The real problem now is the difference in Service Stripes and GCM Awards in Navy. Service Stripes in Navy are still awarded for every 4 years of (enlisted) service.
SO I now have 7 GCM's and 7 Service Stripes on the Uniform I retired with. Under the new rules I would have 10 GCM's and 7 Service Stripes at 30 years service, sort of strange, but just as good. It just makes it harder to read when looking at a members rack.

Thanks Master Chief. I tagged all of you because the GCM is not a medal I had the opportunity to earn (I wasn't enlisted long enough under either measure...)

PO1 Ted Woitazek - It does not and should not be but I believe the reason for the change is really for first termers. Many of out one tour Sailors got out with nothing to show for their service not even a NSDM. So, I believe, in their INFINITE Wisdom someone in the Bureau decided it would be a good idea to give out a GC Medal before the end of the first 4 year tour, maybe that would make people feel better and even entice them to stay longer (hey I did a Career Counselor tour). However, that also made the rest of us look at an award every 3 years. The Imbalance between Service stripes and GCM is obvious now! However, if the imbalance is ever corrected many Enlisted Sailors could go broke trying to keep up with the NEW Ruling of all GOLD and 3 years for each period. The do get Expensive
