Retirees in foreign countries. Do they receive U.S. government services they should?

It was astonishing to me to learn how many of our former military live abroad. The VA, IRS, Social Security, State Dept and the likes all have policies in place to service these ex-pats living in foreign lands. My question, do you know someone living abroad and do they get the services from our government as they should?

Money yes. But other services.... eh. If you are lucky, you can go to a military base if there is one near.

Many of my friends are living OCONUS, one of my mentors is living overseas and receives the care and all services he needs. There are ways to ensure you stay connected, most have to work 20 hours per week to keep the life support activities (e.g. fuel prices are about half the price on post as it is off post). There are benefits for them continuing to work.

I have a friend living in Costa Rica and he gets some VA support but is currently struggling with an issue. I didn't realize that the State Dept lists somewhere between 10,000 to 12,000 American's living in Costa Rica.

I'm sure that there are Embassies and or Consulates there to serve their needs and there are a lot of Old Sailors that retire to Philippines where they can live quite high on the hog with a Military Retirement Check and the cost of living there.
