Am I allowed to wear non-issued cold weather gear as long as the colored is a subdued color (black, brown)?

That would match my experience. Deviations from official uniforms are only a problem when someone sees the deviation -- and even then there can be a lot of difference between what is authorized vs what is tolerated. I don't think I ever encountered a unit where non-standard thermal underwear was a problem during regular duty in the cold. On the other hand, I never encountered anyone trying to wear a bright orange turtleneck sweater under their uniform or wearing VISIBLE non-standard cold weather gear in formation for a ceremony or for an in ranks inspection at the NCO Academy.
Throughout my service, we had lots of people wearing non-issue gloves in the winter, but those were black and not obviously different unless you looked closely. Likewise I don't think anyone ever wore the Army-issue wool underwear back in my days.
Overall, pretty much anything is OK if no one sees it.

Rule of thumb was for us... Logo's COULD NOT be visible while wearing cammies, the color had to be in regs and if in PT no logo was permitted. In the field under armor and things like it were not permitted because of the way it sticks to your skin if a fire, explosion, casing goes down your blouse etc etc...

It always comes down to Unit SOP, and what Top says you are wearing for PT that day.
Think about this. If it is too cold for PT outside, so it's being conducted indoors; do you want to have unauthorized clothing on when you have to take off the Jacket and pants.
