Am I authorized the Army Reserve Components Overseas Training Ribbon?

Under AR-600-8-22 Para 5-3A, it states "Effective 11 July 1984, all members of the ARNG and USAR are eligible for this award if they were active Reserve status members of the ARNG, USAR (not on active duty in the Regular Army), or AGR Soldiers at the time their unit underwent annual training or ADT on foreign soil." The way the regulation reads is that since I was in my reserve unit in 2014 when they went to the Dominican Republic, I am authorized the award as I was in an active Reserve status when they went. Am I correct? Any guidance is appreciated. I understand it's supposed to be for actually going overseas for an Annual Training, but the way the regulation reads is that I'm authorized the ribbon even though I didn't go. SSG(P) (Join to see) I have mine from when I went to Germany for AT. The only ribbons that I know of that one can wear and wasn't even there is unit citation or meritorious unit citation or presidents unit citation, then you would have to take them off if you go to a unit that doesn't have the forementioned award

The best place for you to get the correct answer is the Army regulations, here AR 600-8-22. Go to the section pertaining to the ribbon in question and it’s qualifications and read the entire requirement. Section II, Para. 5-3(e) will answer your question - bottom line? No you are not authorized to wear the ribbon if you are not "credited with completion of at least 10 consecutive duty days outside the 50 States..."

COL John Cuddy I believe he got the correct AR, the problem is failed to read the whole section, it he had earned it he would have recieved a memo with his name on it

Yes my friend SSG(P) (Join to see) since were assigned to a reserve unit in 2014 when they went to the Dominican Republic, you are authorized the award because you were in an active Reserve status when they went.

(a) Criteria. The Army Reserve Components Overseas Training Ribbon (ARCOTR) was established by the Secretary of the Army on July 11, 1984. If you didnt go you dint get it. Its like “1st platoon Charlie Co. 2/5th INF of the 33rd ID” going to Korea for 180 days and someone from the sister platoon going and asking to see if they qualify for the KSDM. If you did not go, you do not qualify.

You can't earn the Army Reserve Components Overseas Training Ribbon if you didn't actually deploy and train with the unit while overseas. You don't have to take our word for it. Feel free to contact S-1 and let them review the roster of names authorized for that award during the deployment. I understand your interpretation of the reg but unless you deployed I seriously doubt anyone will entertain you trying to get this on your OMPF.

Your PersO knows for sure. Their job to find out if they don't. Stay behinds are usually not included, if that's your case. Not always though. I've seen awards updates that spelled out a few names within a unit for eligibility in USMC. Different animal, but intent was to ensure someone that didn't deploy was not awarded. Have seen lat/long requirements, dates, time etc. All depends.

No. You were on active orders at the time. In fact, if you were literally AT the same place AT the same time AT the same mission you would still NOT get the Overseas Training Ribbon. You were on different orders.
I don't know your orders of course, but you probably picked up GWOT whereas the rest of your unit didn't.
The overseas ribbon is a straight up company commander level memo.
