When I went to WLC we were told you can submit anything for anyone, but it doesn't mean it will go anywhere. If there's already one in the works, no need to bother duplicating.

SSG Jamil Spruill - Sure I get where you're coming from. And I know exactly how it goes when some get recognized while others do not. It happens.
I would say if you are working with Higher by providing observed data points, that would be helpful to them as they look at awards; may encourage them to look at those soldiers whose efforts may otherwise get overlooked. In the end, you can only do what you can do. Good luck with that.

Anyone can submit a 638 on anyone else, doesn't matter the rank. Just get your fact correct and get all the signatures. Just remember if a person is being submitted for the same thing by someone else, yours might get kick back.

The award can't be for the same things, and it couldn't be a service award for the same period of service.

However, if it was an impact/achievement award covering things not seen or recognized in a service award during the same time period, that may still be acceptable.

A superior, peer, or technically even subordinate can initiate an award, so long as the Command signature chain is proper, and the commander approves it.

Roger so I'm going to still write the awards for my peers and allow my Command to submit awards and if I notice some things were overlooked I'll submit an impact award. Thanks for the input 1SG Short!

That is great, a lot of people don't take the extra time to write. Good looking out, it can make a big difference to a whole organization's moral.

Just wanna make sure if personnel don't feel like they are recognized by leadership that someone else did observe the achievements that were made on a peer level.
