Can anyone tell/show me where it says you can take your shirt off while working out in the PT Field at the NCO Academy on post?

Been a few years since I was at good ol' Huachuca, but that field is in view of Alvarado Hall. I am surprised that CSM (Either Commandant or post CSM) hasn't already put an abrupt halt to this.
