Haha I am laughing at the question. By definition bankrupt should be 0 dollars. It's supposed to give a new start essentially. That isn't true though, so yes they can always be more bankrupt :)

With the Secretary recently threatening to close VA facilities and refuse treatment to veterans because they have no funds is why I used the term. As well as Puerto Rico's recent failure to pay on it's debt, apparently under this fella's leadership.

Sgt Spencer Sikder oh I definitely don't object to the use of the term and I think it is a VERY powerful and good question.
My humor is more a consequence of how bad off the system is that the word bankrupt can't even encompass it :(
