The ribbon rack is all jacked up.
1. Wearing two NDSM, out of order of precedence.
2. Most ribbons seem to be out of order.
3. Army Overseas ribbon with a Navy/Marine overseas ribbon. (suspicious)
4. Has Afghanistan and Iraqi campaign ribbons, but missing a NATO ribbon. (not required though)
5. Coast guard combat action ribbon, while in the Marines/Navy? (suspicious)
6. Wearing Navy specific expert ribbons, with Coast Guard and Marine specific ribbons (suspicious)
IF the ribbons are correct they would be worn as such:
Silver Star
Joint Service Achievement
Coast Guard Combat Action
Navy Meritorious Unit Commendation
Selected Marine Corp Reserve
NDSM
Afghan Campaign
Iraq Campaign
GWOT Expeditionary
GWOT
Navy & Marine Corp Overseas Service
Marine Corp Reserve Service
Army Overseas
Navy Expert Rifleman
Navy Expert Pistol
I don't know the regulations for cross services, but I do know at a minimum the precedence is jacked as is wearing two of the same ribbon, the rest I would have really dig into the regs to learn.

The funny thing is this so called Ensign (2LT) has no idea about regs. It looks like he went to clothes and sales and went shopping lol

Orientation of the Star on the ICM, and the length from the top of the pocket. Not to mention it is the wrong size pin and the order is jacked. Not centered on the pocket. Also if he wears the pin that small he will only wear the top 3 awards. There are also terrorists on the sides of the pockets. (Frayed sewing strings)

Well, back when I was with the 102nd MRAP battery charging and tire inflation Regiment, right after the F22 windshield washing Squadron, we had a guy.........

Lt Col Robert Canfield
And I'll bet they sent you out on a classified mission to procure a 5 gallon can of prop wash and a 1000 meters of flight line .... (not to mention a paper stretcher and a left-handed monkey wrench)....

Lt Col Robert Canfield - Ahhhaaa, looks we served in the same outfit :-) I also retrieved some relative bearing grease, two buckets of steam, and a sea bat net.

I thought those were bacon stretchers, left-handed allen wrenches, boxes of grid squares, and cans of squelch. But then, I wasn't assigned there too long...

Aside from the ribbons being Marine, Army, Air Force, maybe Navy, out of order, not even, not centered over the pocket flap, I don't find anything wrong with them.

Jacked up and misaligned ribbons (looks like wrong branch as well) and the trident is too small.

From what I can see the ribbons aren't lined up and frayed along with what has been said.

That's one jacked up ribbon rack! SMH. His Navy Marksmanship ribbons should be in the bottom row over to the right.
Could it be another candidate for Stolen Valor?

There is so much I don't even know where to start. First there is two NDSM and all of the are out of order. The top one isn't even a real ribbon that I know of. The Budweiser is the wrong size. Not centered.

LTC (Join to see) I did my best. The guy at the Army-Navy Surplus said I was good.

Where do you begin?! SEAL pin is to small, the Silver Star, should be first, only three ribbons per row, and he's got the wrong Achievement Medal, national defense twice. Ugh, there's more but it's too much. What a shitbag.
