He has extensive contacts in Tajikistan, and just because someone is trained by our Special Forces...doesn't mean they are of above average intelligence. I would wait for him to mess up and communicate his location, and then drop very large ordnance on that location. Allowing him to further upgrade the abilities of DAESH would be unacceptable.

If an allied foreign government puts him in an available slot to receive training, I doubt SF does a lot of Vetting to determine the likelihood that he might turn toward extremism.
