I have heard that as well so will be interesting to see what others have to say.
But I will tell you from having recently spoken to a board member about how the boards work, the board members do not actually promote you perse, they just score your records, and based off that you will either be selected or not based on how many people form a certain MOS are needed.

SFC (p) Gilley,
I asked because someone told me that, they score your records. Make a list in the order you scored and then start removing and replacing people according to the quota the Army said the board had to meet, to keep promotions "fair".
I just wanted to know when im talking to promotion boards to seniors and SSGs im not giving out any bad data.

Just have all your Soldiers equally as prepared as possible and it won't be a concern! If everyone does everything they are supposed to in order to get promoted then only the best will be selected which is all we want in the end. THE BEST leading our Army.

I don't know but for a better Army I believe they should not have to meet a quota. Promotions should be solely on there ability and quality of the soldier. For example you have the best ability to lead out of another soldier but instead they promote and able soldier but not the best based on needing to meet a quota of diversity. I would agree however that the promotion board should be diverse in order to insure the best soldier was promoted and not biased.

I heard yes before, but there can't be official guidance gives because that would open door for other, if not even more complaints.
