Partially. His comment infers that all responsibility is in the hands of the immigrant. Sometimes people are shunned by our society, and that isolates them (and prevents their assimilation). Both society and the individual play a role in that assimilation process.

Sir, there is no absolutes in these, but if you are willing to make it here, and risk it by rafts, car, walking, overstaying your tourist/student visa, etc, then you have to make certain you align yourselves with the culture, language, etc. Most Europeans did that, Asians as well, even though they got the short end of the stick, now, everyone is looking out for their own groups.
What I am really disgusted is with what we are teaching in our schools, ie: California, where it is ok to observe 5 de mayo, but not to wear a tshirt depicting the US flag, because it can offend the Latino/Mexican populations.
