I submitted my terminal leave packet (less than 60 days saved, ETS date is in 4 months) and my direct supervisor denied it because she is tasking me out for two months TDY. She said I can ACAP there.

I asked her to sign the packet as "not approved" so it can circulate through the platoon sergeant and so on to see if they will approve, or to at least put in records that I did request for a transition leave. She said no, and said that is jumping the chain of command.

Is this true? If a packet gets denied at a level, it is not sent up?
Also, can one ACAP on a different post while on TDY?

Unless your direct supervisor is a Commander, they don't have the authority to approve/disapprove any type of leave request. They can provide input, but they can't approve or deny.

How are you going to outprocess at another post? You cannot clear CIF anywhere other than your own assigned station. Same with BN and installation level clearing.

As others have said, your first-line can recommend disapproval, but is NOT the approval authority. Your request still has to go up the chain. Also, "jumping the chain" means not consulting the lower level before going higher. You consulted your first-line. You are authorized to seek guidance from higher. Sounds like you have a Toxic Leader.

It normally takes several days to get that Clearance Form done. CIF alone is a freaking nightmare. Also the if there are any "hiccups" in the out-going Physical, it could trigger other actions/events that must happen prior to ETS.

ACAP is where people learn how to protect themselves while they are still in, as they transition out. Absolutely should not happen while TDY.

This is usually the last "game" you'll have to play with your unit. Transitioning soldiers should be placed into a transition unit, platoon, squad etc. This usually doesn't happen because most units typically could care less about transitioning soldiers (which is sad, but true). If I were the first line supervisor, I would simply refer transition type matters to the S-1 (take the soldier there, etc). I would NEVER make a decision or try to delay any matter like this. I would simply be a "facilitator" or support. But again, folks in the Army these days simply don't have a clue about how to lead "you could ACAP while TDY or just sell your leave and work up to your last day". There should by systems, policies, procedures in place for things like this but- usually there is not. It's a tangled web of a mess created by regulations that leaders don't understand "commanders discretion" or "mission requirements" etc

Thank you so much for your guidance, everyone! I took it to PSG, who accompanied me to meet with 1SG and CO. Everyone agreed I should stay and take leave. NCO asked a CPT who's not even in my chain of command to threaten me, but my leave was already approved. That nco was supposed to go to the tasking, but she showed up in crutches the day before movement.

It feels good knowing that helpful people like you guys exist in the organization for my peers who still are suffering under toxic leadership. Thank you all!
