Does a mobilization to Kuwait for 400 days count as a deployment?

I would think so. It's a continuous time and I take it you "extended" from your first deployment or mobilization?

I volunteered for this deployment so I’m not with their unit until we leave. But I’ll be totally honest I don’t know a lot about deployments and whether I get a patch or not I’ll still be satisfied doing what I joined for. It’ll just be nice

Was deployed to Kuwait in 2002-2003 pre Iraq and was forward deployed yp Afghanistan. Got the combat patch for Afghanistan deployment but not Kuwait. I was there when doha was standing down and arifjon was being stood up.

It counts as a deployment on your dd214 as well as your erb. You will not receive a patch though since as of fy14 Kuwait is an active duty PCS location for 1 year rotations, guard and reserve will complete 9 month missions there, and it is not a combat zone. You will receive the GWOT as well as the GWOT Expeditionary medal among several others when you return stateside. I just returned home from arifjan a little over a year ago.

Although you don't get a deplorable Kent patch I believe you still get a GWOT Expeditionary Medal afterward. I consider any overseas assignments as being " deployed" just not a Combat one unless you get sent further while assigned there.
