I think you're going have to be a little more specific on the issue.

I would go to the head recruiters office if you’re not getting the answers you need from your regular recruiting office go to the top

Does anyone have prior service member experience in going above their recruiter to get correct answers about the prior service program?

When it comes to your career, you are the primary motivator. You have to seek your answers. If you are not getting them from your unit retention NCO, then seek the next level. If your recruiter isn't working to get you answers. Then go to another recruiter. The recruiter is not in your chain of command. He/she is a support agency for the unit. Every recruiter doesn't have every answer, but some won't let their lack of knowledge show past their ego.

Always go above your recruiter if your prior service. Go directly to Command Retention Officer at the local base of service you wish to enlist in.

Yeah, recruiters sometimes are not as interested in prior service folks. So, go see their OIC and get your information if you are not satisfied with the recruiter answers.

It’s not recommended, but every office has sncoic, and hq they report to. Just ask the hard questions.

I had that issue when I was going back in. My philosophy then: Treat all recruiters like used car salesmen. They need you to buy more than you need to buy. And even if you think you need to buy more then they need you, don’t let them know that. The career counselor at MEPS told me that the Army had already paid to train me as a tank turret mechanic and they just weren’t going to spend more money for no reason. I told him- well I want 11B, Airborne school, and assignment to 82nd. He said he couldn’t do all that. I said, look I don’t want to waste your tome and I don’t want you wasting mine. I started to get up to leave and he said wait, let me make a call. Like 10 second call and he gave me a shipping date. And that is how I started my career.

Could you be more specific in what roadblocks you're encountering? Some problems go away simply through persistence or by making a lateral movement in your approach. Others do require you to step on some toes, But it's best to know which your issue falls in before you execute.
