San Diego Law Enforcement Coordination Center (SD‐LECC)
Network Administrator III
(This is an “at‐will” federally grant‐funded position)
Salary range: $90,628 to $110,160 plus benefits
Location: San Diego, California

SUMMARY
• This position announcement is for a Network Administrator III (NAIII) position at the San Diego Law Enforcement Coordination Center (SD‐LECC) in San Diego, CA. The SD‐LECC serves as the region’s Fusion Center, providing tactical and strategic intelligence services, products, and support to local, state, and federal law enforcement agencies in their operational and investigative efforts against all crimes, including those associated with drug trafficking, cyber threats, and terrorism.
• The Network Administrator III (NAIII) is assigned to the SD‐LECC’s Information Technology Unit which is responsible for the maintenance of the LECC network, while also integrating regional federal, state, and local law enforcement partners’ IT systems and resources for an enhanced information sharing environment. This position is responsible for providing advanced technical support to the SD‐LECC network (LECCnet) operational requirements and for contributing to the development and implementation of IT security policy updates and recommendations. The NAIII develops, evaluates, and manages systems security across the LECCnet and serves as the Subject Matter Expert for security tools, trends, methodologies, and best practices for securing platforms and operating systems at the network, server, and endpoint level. This position will work and coordinate closely with the SD‐LECC’s Information Technology Unit Manager and Cyber Security Program Manager for internal information security management. This position will assist the Cyber Security Program Manager in developing the SD‐LECC’s capability to assist regional partners on cyber threat identification, mitigation efforts, and response efforts.
• This position is a technical position, which requires an expert understanding of TCP/IP Networking and other cyber security concepts and strategies. A firm understanding of cloud‐based services and virtualization technologies is required. Familiarity with VMware, Microsoft Office 365, and Microsoft Azure administration is essential.
• This position will require some travel between multiple sites in San Diego County, and will occasionally require travel to a site in El Centro.
• This position is an at‐will federally grant‐funded position with the City of Chula Vista.
The applicant must pass a law enforcement background investigation, which may include drug testing and/or a polygraph exam, and the applicant must also qualify for and maintain a federal security clearance.

STATEMENT OF DUTIES
• Maintains systems and networks providing enterprise services such as email, directory services, enterprise storage, enterprise backups, WAN and LAN networks, wireless access points, and similar enterprise‐scale information services.
• Designs, implements and maintains security systems providing protection in the following areas: email, virus, malware, firewalls, remote access, intrusion prevention systems, internet, and internal networks.
• Designs, implements and maintains systems providing enterprise backup/recovery, archive, and electronic document retention/shredding.
• Uses the appropriate software programs to maintain a historical record of end‐user problems and solutions.
• Monitors and reports system usage pertaining to networks, systems, and databases.
• Performs feasibility studies to determine basic software and hardware requirements.
• Requests, obtains, and evaluates customer needs and participates in designing, enhancing, or evaluating solutions for hardware and software installations.
• Conducts cost‐benefit studies to determine effectiveness of procuring computer equipment and provides
recommendations to the IT Manager.
• Tests and evaluates new technologies and provides recommendations to higher‐level management.
• Implements and maintains the security of Local Area Networks (LANs) and Wide Area Networks (WANs).
• Develops, implements, and maintains network monitoring infrastructure; may analyze network infrastructure and identify problems.
• Reviews new hardware and software to ensure compatibility with existing systems.
• Performs general administration of the SD‐LECC’s Office 365 and Azure resources including the implementation of new features and functionality.
• Configures and operates systems that monitor and protect the SD‐LECC (LECCnet) technology assets from intentional or inadvertent modification, disclosure, disruption or destruction.
• Identifies and remediates security issues to protect the confidentiality, availability, and integrity of the LECCnet information assets.
• Coordinates maintenance of security‐related systems (anti‐virus, intrusion detection, and prevention, logging, content filtering, etc.) for the LECCnet.
• Conducts digital computer forensics to investigate intrusions, quarantine equipment, and work with recovery of digital devices for the SD‐LECC.
• Mentors and provides training to staff, regional, and municipal partners.
• Assists the Cyber Security Program Manager in coordinating and performing vulnerability assessments for the SD‐LECC (LECCnet) and potentially for regional, municipal and/or private sector partners, using industry tools and techniques, reports the findings to custodian and stakeholders.
• Serves as a Tier 3 level of technical support for resolution of escalated issues related to endpoints and cyber security.
• In coordination with the IT Manager and the Cyber Security Program Manager, identifies and suggests improvements to existing security architecture, based on evolving threats and business needs for the LECCnet and potentially for regional, municipal, and/or private sector partners.
• Assists the Cyber Security Program Manager with the development of best practices, strategies, guidelines, enforcement measures, procedures, and policies related to the SD‐LECC, State Threat Assessment System, California Cyber Security Integration Center, NFCA Cyber Intelligence Network, and cyber security programs.
• Assists the Cyber Security Program Manager with regional and municipal incident response efforts and investigations of suspected information security events and works with users to detect security problems.
• Assists the Cyber Security Program Manager in serving as a liaison to regional, local, state, and private sector partners and remains current on existing and emerging information technologies.
• In coordination with the Cyber Security Program Manager, performs work during emergency/disaster situations.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
• VMWare/VXRail implementation and support.
• RSA SecureID, Pulse Secure SSL‐VPN, SharePoint, Office 365, Azure, Palo Alto firewall, Tipping Point IPS, Meraki.
• Methods and techniques used to install, test, and operate hardware and software.
• Principles of data communications and telecommunications when installing, testing, and maintaining such systems.
• Principles of network routing and switching technologies.

TYPICAL PHYSICAL DEMANDS
Will utilize computer equipment on a daily basis. At times, will have to move and work on equipment weighing in excess of 40 pounds, and use proper equipment to move heavier machinery.
TYPICAL WORKING CONDITIONS
The work is performed in reasonable and acceptable business office accommodations where basic safety precautions are required. Office attire is recommended and can be flexible depending on the work being done. A business suit will be necessary when representing the SD‐LECC when required. Intermittent travel to other work locations is required. Reports directly to the SD‐LECC Information Technology Unit Manager.

LEGAL REQUIREMENTS
1. U.S. Citizenship.
2. Possession of or eligibility to obtain a valid California driver’s license.
3. Must pass a law enforcement background investigation including polygraph.
4. Must qualify for and maintain an active federal secret security clearance.
