How does NonRated time work? Can I request it? Is it a detriment to future promotions?

I am a Reservist who came back from a deployment in January and was immediately assigned to a new unit due to promotion. By the time I took my leave and PCS'd ( my wife is active duty) I didn't make it to my first drill until May. Was notified I am heading off on another deployment in October and have not had to attend a drill with my unit since may due to distance, mob prep, etc. Before I leave I'll need to get an NCOER, but my new unit hasn't seen my do anything since I've been assigned. I do not want to get a poor or middle of the road NCOER so I'd like to request NonRated time. My question is how does NonRated time work? Should I request NonRated time? Can I request it? Is it a detriment to future promotions? Any help or experience would be greatly appreciated. Thanks.

Ensure that when they do finally do your NCOER, that they include the proper codes for your non-rated time. 1SG (Join to see) already hit the nail on the head with the regs. Examples of non-rated codes include transition, schooling, etc.

CSM (Join to see) your reference is DA PAM 623-3, Table 3-7. Most likely you had a deployment like most of us and it was a year, rating a period of 30 days of leave (Code E). Since you are mobilizing, you change of duty status forces a change of rater report unless rater qualification (90 days) is not met. So the question is, did they assign you to a rater, and was he/she in position for 90 days? If so, you should receive a report encompassing the entire period from your last report until your mobilization date. If not, you would receive an extended annual report with Codes E and Q accounting for the period you were assigned-not joined. As to what is most beneficial, a report with most likely nothing substantive or a non-rated period, that is a judgment call. Generally, I prefer to account for the time as a rated period, with a Letter of Input from whomever was in charge of you while you RST'd or whatever in the interim.

I received and NCOer with my time as Non-rated codes (box I) as "S". This covered a 9 month period. I came back into the Army Reserve and had to go back to BCT. In comments on page 1 it says: "soldier came out of the IRR and had to go back to Basic Training." The entire NCOer is "met standard" I'm attending SLC soon and will be posted according to the Brigade CSM on the OML for E-7...hopefully. All other NCOers are a minimum of "exceeds standard" with a few "far exceeds standard". Does anyone know if the NCOer will make me "non-competitive" for board review / OML?

MSG, hopefully another reservist will have the right answer for reservists, but I can tell you that non rated time in the active side of the house would be a future promotion killer.

In response to 1SG (Join to see), I would say that NR time is a killer when there is not a valid explanation for it, such as missed periods and redacted reports. Boards see those as red flags and an indication that you are not taking care of your career.
Done correctly, non-rated codes are appropriate on approximately half of all reports, due to TDY, extended leave, periods attending schools, etc. They are nothing to be ashamed of, unless there is a skeleton lurking in your closet.

Great point 1SG (Join to see), I personally don't consider non rated time to be something that can be accounted for by a code such as school, TDY etc. Though I do understand that is what it is classified as.
My reference was to a period of time with unexplained lack of rated time. I have had instances (when I was a 1SG) where Soldiers came to be from units that had disbanned and the leadership was all in different units, and the NCO had failed to ensure they got an NCOER before they left that unit. In a case like that it is a bad thing to have a year (in those cases) with a "Z" code for unrated time.

In point of fact, the regulation REQUIRES that schools, et al be accounted for with NR codes. In the case of schools that generate a DA 1059, HRC will check and reject a report that overlaps the school period without the appropriate NR code (S).

So I am asking a similar question. Pandemic ate up a bunch of drills and I am going through the steps to get medboarded How do I request non-rated time. I have read that soldier assigned to the WTU get a code but I haven’t seen anything on just going through medboard and being on a dead man profile. Also does non-rated time effect retirement? That should still be based on attendance and points.
