I was mobilized in Nov 2001 and demobilized in May 2004. Anybody mobilized from January 2008 onwards is entitled for a 6-month reduction in retirement age for every six months of creditable service.
[Update] The requirement was that only periods of service with a Federal fiscal year (FY) were creditable.
Since NDAA 2016 was passed all service is creditable regardless of whether it is in the same FY or not.
All of us mobilized earlier than that get no such credit. Several of us have contacted congress members and lobbying organizations to advocate are position. I know MOAA has included grandfathering all post 9-11 mobilized service as part of their legislative goals. I am not aware of any other efforts.

Still waiting, with five mobs, including three overseas after 9/11. Last mob 2008-2010 OEF. Not gonna hold my breath, but it would be nice to retire now instead of in another 18 months or so.

This will never be fixed unless it is attached as an add on to a budgetary bill. Congress has several Representatives in the House that have actively supporting the passage, but it always gets cut in the senate. If you want this to happen, you need to not only contact your Congressman\Senator but also make this a campaign issue. I believe that the issue is more about ability to pay vs. desire to do it. My deal with Uncle Sam was retirement at 60. I would love to receive my retirement pay at 57 instead of 58 1/2, but it probably will not happen. I'm thankful; the law has been changed and will get a payout a little earlier than expected. Even better, future Veterans will benefit from the precedents that have been set.
