How should a split option failure be handled after a few years have lapsed without any resolution?

Good evening everyone. So the question is, myite brother joined the Army Reserves via the split option program in 2017. However upon completion of Basic Training, he failed to graduate high school. Therefore he was unable to attend AIT. Upon further talking with his (now former) Chain of Command, they told him he would be processed for discharged via a NOS(?) packet. He filled out the packet and hadn't heard anything up until a week ago when his new commander reached out asking why he hadn't attended drill. Now to my understanding he *should* be processed for Entry Level Separation however that seemingly only applies to those trainees who failed to adapt within the first 180 days of service. Being that almost three years has elapsed and still no headway has been made, he's in a tough spot. He's contacted his recruiter on behalf of the issue as well as his former Platoon leadership but to no avail beyond telling him they'll handle it. Any insight on the issue would be much appreciated.

Issue being he enlisted in 2017 and hasn't drilled since early 2018. His 1SG dismissed him from attending drill and he took it at face value. Now he also isn't a high school graduate still either so that still would put a potential AIT date in limbo

SFC (Join to see) - Yeah, it really is a weird situation. Clearly, someone dropped the ball. I was only half joking though. If it was me and I wanted to be in the military, I would make some inquiries to see if I could quickly get a GED and start drilling with the intention of going to AIT as soon as possible. They may be willing to work with him if they are hurting for bodies.
I would advise him to be cautious that they don't try to kick him out due to being technically AWOL for 3 years. I could see a unit trying to cover up their mistake in submitting paperwork for an entry level separation by saying that he's really getting the boot due to being AWOL.

And that's just it, AR 635-200 CH11 states that entry level separation can be administered when a soldier has less than 180 days TIS and is "Uncharacterized." But since my brother was/is a Reservist, he was able to attend drill with his unit and become integrated, going so far as to have him promoted to Specialist on his two year TIS. Now my roommate who I'm currently attending ALC with stated that it was something lost within the recruiting station. I'm my company's alternate legal NCO and am familiar with Chapters 13, 18 and 14-12c but I am stumped as to what coincides with my brother's specific situation. I am gathering the contact information of his former Chain of Command so he can contact them bit he is now worried that it will be blown out of proportion due to the lapse in time. I was just hoping someone here had seen this scenario before.

The NOS is Notification of intent to Separate.
He will be put out for not becoming MOS qualified within 24 months of enlistment.
And he cannot get AIT, or remain in service, without a HS diploma, though he might be able to stay in the reserve component with a GED.
But the retention past 24 months without an MOS is an Army G1 level waiver.
That said, the 1SG has no authority to excuse a TPU from drill, that authority is the commander only.
Odds are he will have to separate and come back in with a GED.

Not worth the effort, there's no point in dragging out the separation because there is no way he's getting to AIT.

SGM (Join to see), do you know off the top of your head if the 24 month MOSq requirement includes those who need to reclass? My old Reserve unit wasn't able to get me to a school for almost a year and a half after I got to it, but there were guys there who, like me, came off Active Duty and were at the unit for 4-5 years having never become MOSq.
It's a moot point today, I'm just curious.

No, that limit is just for initial entry, non-prior service, or prior service from another component without an eligible transferrable MOS.
Reclass is just a burden on the unit until they can get a reclass date or transfer the Soldier somewhere in his MOS, no time limit.
