If I have orders from 2014 that are missing in iperms, and have no physical copy (lots of moving, couldn't locate physical copy), how would I go about fixing this issue?

Submit a request to National Archives. Perhaps there may be a copy hidden away in their database.

Back in 2009 a admin clerk showed me a place that has all of your orders in chronological order. It exists, i saw it with my own two eyes.

If there are no copies then that’s it. Unless you have a valid need for them, no one is going to recreate and reissue them. If they’re just PCS orders they aren’t that important. Your old unit or levy won’t have a copy because records aren’t kept past two years.
