If leadership isn't maintaining/enforcing standards evenly, leading to discontent, how would you change that?

In my experience, if there are not even standards, it is increasingly difficult to ensure that the lower leadership and the troops will buy into and devote their full efforts to the mission. In some cases, this may even cause a rift among the personnel.
Without blowing the lid off of everything, example I.G., how might you try to change this environment, or deal with this situation?

Leaders do not wait for other leaders to lead them. Leaders do not drop their standards to meet the low expectations and standards of mediocre or bad leadership. You have been entrusted with a small slice of the US Navy . It does not matter what other people do with their slices, or if their bigger slice includes your slice. You keep your part of US Navy the squared away. None of your sailors signed up to be mediocre. When they are around you, they won't like it. But when somebody else starts running their pie hole, the will appreciate being squared away.

The only suggestion I have is to follow the "there is only one standard..the Army standard" (Navy for you). I think almost every NCO (are they called NCO's in the Navy and CG?) has to deal with this issue to varying degrees throughout their career; I know I have. Be consistent and follow known, written standards and command-approved protocols with yourself and your sphere of influence.
If you are seeing problems that are related to standards not being followed and not being corrected, I'm sure there are proper channels that you should use to address the issue beyond your COC. If what you perceive is causing critical issues with the mission, then you definitely should take more action.

One, don't say it pisses you off. Leave it at that first period.
Two, you could file a complaint with the IG.
Three, maybe get someone with more rank if necessary.

I agree, not the best choice of words. Since this has been a revolving subject I thought something a little more direct might get the point across.
