If you are not a DSS or Instructor, are you allowed to wear the blue reflective vest with Army symbol and white name tape?

This is a post policy, and each of them has a different one. As always, Commander dictates the uniform.
Had to change vest colors going from post to post, and the colors for cadre/officers/ncos/soldiers were different.
So it depends just as much on the garrison.

My guess is you’re referencing local unit or local post or TRADOC policy
it certainly is not an army policy and therefore you’ll need to do your own research or get very lucky and find somebody in the exact same unit currently that knows about the policy you’re asking

I have read through 670-1; D-PAM 670-1 and 350-6. The only time these vest are stated is in 350-6, which all its says is DSS will wear them during PT. It then states they will be given these after graduating Drill Sergeant School. D-PAM 670-1 states that it us up to the the commander, which is what I was expecting it to say.
