How will those penalties affect legal employees of the company that is penalized? Are there really jobs that employers cannot find legal residents willing to do?

Not too many people see a solution to the illegal alien problem as there is no full-proof way to keep them out, even with building a Trumpster wall and make Mexico pay for it. The Israelis can't keep out the Palestinians on a smaller scale. Maybe we should consider ourselves lucky that for now, the immigrants from South and Central America generally mean US no harm upon their arrival.

Good Query! Would be interesting to see what would happen if it was strictly enforced. Who is going to Harvest our Fruits and Veggies? Who is going to build our Houses (At least here in Kansas City)? Who is going to Clean our Office Buildings (At Least here in Kansas City). Good Question though.

I believe in the three strikes philosophy;
First offense - $5,000 fine per illegal immigrant employed
Second offense - $50,000 fine per illegal employed
Third offense - loss of business license, forfeiture of ALL business assets, 1 year prison time for each illegal employed.

And citizens also...take the assets and provide severance packages, or sell the business with the stipulation that ALL legal and US citizen employees will be retained.
