Is this accurate information, that Department of Defense signed a contract with Rally Point? If so what is the role of the DOD?

COL Randall C. yes, indeed. I went out on the website and found this very information. I called the member and directed them to the website. I explained the VA and the DOD are different. I even surfed around with the individual to look for what what was seen. We did not find it. Thank you.
