Absolutely not. Pass is a privilege and a commanders program. My commander's pass policy specifically states 1) that pass will only be given to those who are G2G on all readiness requirements 2) that passes will not be given to soldiers with flags. If your commander does not have a similar policy in place perhaps you can suggest one. PM me and I will send you a copy of the most comprehensive leave/pas policy you have ever seen. Just change the signature block and all your CO will need to do is sign it :)
As SSG King stated-CO policy and Leader enforcement Period. As leaders we are the catalyst of standards enforcement. Your initial and subsequent counseling must hit those points that are critical to Solider, Team, Unit and even Family readiness. Rewarding poor performance is counterproductive and sends the wrong message.
I think I would start a file on this man and get rid of him. It sure looks like he isn't trying and doesn't care. You can't save them all. Let him go so maybe you can get a much better one.
