Oh course it is. And we do it to everyone. And everyone does it to us. We're just much much better at it than everyone else!

I'm not sure there is any evidence out there to support the idea that we are particularly good at it, much less better than everyone else.

Nation states don't have friends, they have interests. Even when nations interests are generally mutual, they're still not going to trust each other nor should they. Germany would have long ago tapped Obama's Blackberry if they thought they could. That said, things like this getting out are bad; it undermines our credibility.

Your response mirrors one of my own from a month or so back.
There are no allies or enemies. Just two countries working towards or against a similar goal. We "like" a country because those goals align. But that doesn't mean we trust them. And how are we going to find out what their goals are, without "research."
