How does the Army (HRC) determine when the sequence numbers are distributed? And is it true that sequence numbers are determined based on Date of Rank?

Also of note here to those reading, just because you have a sequence number of 0001 does not mean you were the best of the best. It just means you were a SSG for longer than everyone else who got selected. Meaning the 0239 SSG was probably in the secondary zone getting his first look.
Full Disclosure: I'll be a SSG for 6 years in June.
I just see that misconception ALL the time.
