Should congress designate the Muslim Brotherhood a Terrorist Org?

Is this a valid move? Or just political pandering?
If labeled a Terrorist org... that would put mean many restrictive nuances to those serving.. those that choose to associate with the MBH, visit thier web sites, rallies, web content on a military (federal) installation or though gov systems.
Heck even the use of USPS for moving paper media
