SM how common is it that you write your own NCOER? I am not asking if it is right or wrong.

It used to be a very common practice to write your own report (NCOER & OER) and at one time I was an advocate to be very proactive in providing the rater a draft of sample bullets as an outline to ensure all accomplishments were captured. However, the new format "encourages" more rater and senior rater involvement throughout the rating period and for those raters that are not involved it could hose the rated NCOs come report time.

As a SGT/E-5 I never even saw my NCOER until it was time to sign it. As a SSG/E6 every one of my raters asked for my input on hand written ruff draft they provided to me. From the SFC/E7 point on my Rater gave me a typed ruff draft and asked me to fill in some of the blank spaces, both Rater and senior Rater comments in pencil, which was then retyped. As a SGME9 one Rater, a COL/O7 gave me the admin copy provided by the company admin clerk that came with a computer disk and asked me to write my own NCOER. I told him I would be happy to assist him with a rough draft. I assume that is exactly what he wanted to hear. The final NCOER was about 50% my draft 50% his work. That is the closest I ever got to writing my own.

I think one should plan to and write there own NCOER. This allowed the SM to make note of the accomplishments the SM has performed (specific acts) and forces the SM to evaluate himself.

In the units I was in, between 30-50% of NCOs wrote their own NCOERs.

With two very unfortunate exceptions, I've written my own NCOER/OER since I became a SGT in November 1990 while still active duty (with one unfortunate exception)...and have up to mid-2001 when I got out, and continued in the Army Reserve (with one unfortunate exception). Also written my own OER without exception since I became a warrant officer.

If you ask it anyone drafted their own NCOER, that would be easy to answer
