See below notes from the SMA.
Notes forwarded....
The only thing that is effective today is the STEP program, everything else
is what the SMA, TRADOC, and FORSCOM CSM is pushing starting as early as 1
April or the latest of 1 June.
-Congress has approved that the RA strength will remain at 450,000 and not
the proposed 420,000. We are currently 50,000 still over the number. Thus
the large numbers for QSP -QSP trying to change when the names and board is
convened (around Christmas) bad business to tell you that you might not have
a job and go home on leave. It is tied to a bill this is why the list comes
out during this time.
-P3 profiles will have 90 days to be fit for deployment or MEB
-When going through the MEB process, once PEBLO says yes to MEB you will
be discharged from the Army at that point. No more waiting around for
percentages to be approved or argued
-Reenlistment will have to be signed off at BDE level (Army Tracked)
example: DA wants to know why a Soldier with a 191 PT score and 81 GT score
had the chance to reenlist. His qualifications suck, send him home!
-If you are non-deployable you will not be able to reenlist or on profile
-All RCP will be reduced by one year (if you joined BEFORE 2007 your RCP
will not change)
-In order to reenlist your packet will have the following; ERB, HT/WT, PT
Card, and GT scores will determine if you are eligible
-OML for all NCOES Courses (No more walk on and or calling branch)
-1 deferment (1 Star approval) per Soldier. If you fail to attend at the
next schedule date you will be subject to immediate chapter
-If you fail to attend your NCOES and you're a no show (Chapter will be
initiated)
-90 days after sequence number is published and you have not attended your
PME (initiate chapter)
-Fail DS or Recruiter Course (initiate chapter upon return) 4856 informing
the Soldier prior to leaving for school
-Fail NCOES (initiate chapter upon return) 4856 informing the Soldier prior
to leaving for school
-If you lose your promotable status for any reason (initiate chapter)
-one strike and you're out of the Army (FG Art 15 you will not be able to
recover from) you will never make SFC or QSP after you pin SFC
-TRADOC is making a Master Gunner Badge
Changes to SGM/CSM positions and duties:
-All G positions will be taken away from the Nominative level (Staff
Position)
-75 Nominative positions has been removed
-Turn down Nominative position 90 days and retire
-Coming from the Academy is Opt all in and if you turn it down 90 days and
retire plus pay back the money spent for your education
-5 year plan once you graduate from the academy your eligible for retirement
(today it is 2 years after graduation)
-36 months for all assignments with 6 months preposition prior to your COR
or PCORD
-Branch Chiefs will now slot all CSM once selected for CSL (Most qualified
all the way down to the end (now you will not be able to numerate your
positions) Opt in and wait to see where you go
-3 Star level and above will be selected by 3 star level CSM and above (your
picture pops up on a screen, if someone in the room knows you he will speak
on your behalf, notes will be taken on your packet that each of them have,
if no one in the room knows you they will look at your ERB/ Photo/ Past
NCOER/ and turn the page (good ole boy system is back)
Nothing is policy as of yet but by June
each bullet stated will be in effect.

I have communications from the Office of the SMA, HQDA that this information is false. There is no change to the planned reduction in force.

MAJ Dtguess ..
This information is pertinent to me because I am currently in the process of comparing the FY16 and FY17 MTOEs regarding MILES distribution Army wide, to include RC and NG. My numbers so far reflect the organizational and personnel strength changes based on 420,000 personnel. Any links to documentation that anyone can provide would be very helpful.
