What bullet points can I use to counsel a SM who waits until the day before drill to discuss problems to get out of work?

Bullet 1) I am providing you a Memorandum For Record detailing the exact dates of Battle Training Assembly that you will provide to your employer in order to de-conflict any future concerns.

Bullet 2) You are instructed to provide me your civilian employers work number so that we can discuss issues/concerns in case they do arise.

Bullet 3) If you fail to arrive to Battle Training Assembly without proper clearance to be excused, you will be given a U for every half portion of the day you are not present. Receiving 9 U's total, I will recommend to the Commander to begin Separation Proceedings for Unsatisfactory Performance.

Tell him he needs to be there and if he doesn't show call the MPs/Police.
