POTUS is the highest, as he is the Commander-iIn-Chief.
In strictly uniformed ranks, the highest permanent rank is O-8 (2-star). All 3 and 4-star ranks are "temporary" and just a badge of office.
That said, General Pershing held what would now be considered a 6-star rank, which by law and tradition would elevate George Washington to 7 stars, as Washington gets automatic posthumous promotions as the most senior officer in the military, in perpetuity.
