It is earned meaning that a trainee will eventually get to use their phones to call home. It depends on MOS and individual policy by that command.

Sir, I don't know why the recruiter would be telling him to not bring it. I went to FLW in 2010 and if you didn't have one you were at the mercy of the pay phones. I am glad I brought mine with me.

His recruiter is screwing him over. He needs to bring it. They now just sit everybody down and tell them to pull out their cell phones to call home. He does not want to be the Private that requires the entire group to march to the pay phones.

SSG Jon Hill - I am not quite sure where you are going with that. I came in at 31 in 2010, your damn straight I had a cell phone on me. And nowadays just about everyone body and their brother has one. You can afford them, so I still not sure where you are going with that. And, yes it has come to the point where you need a mandatory cell phone. Because how many people do you know still have landlines? I know I don't, I gave up my rotary phone a long time ago... and I am betting you did too. I am not trying to start an argument or anything just stating the facts.

SPC Cathy Goessman - They should make them crawl to the payphones. That might make them remember why they're even there. This whole cell phone nonsense in training has gotten out of control. Nobody needs a cell phone in basic training. They need to concentrate more on the purpose for being in training so they don't get killed on the battlefield while calling home.
