What is the proper way to address a Warrant Officer Candidate?

In the Navy, "MISTER" and their last name.

As candidate prior to and "Mr. or Maam" up on receiving WOC

Mister and last name.

You address them as Chief

Mr, Ms, Mrs
Sir or Ma'am
Chief (informal)

Candidate was the term used when I went through the process.

Chief is absolutely correct.

Candidate is just fine.

I never heard of WO candidate. I thought they were selected by a board.

A candidate if not commissioned should be addressed in his or her current rank till they are properly sworn in as a commissioned officer.
