I work at DISA so additional training I do is usually within DCITA, FEDVTE, or IASE. As a Reservist I still use Skillport. A few other sites I've visited for training:

I currently use PluralSight for training purposes. They offer great support and lots of courses and cutting edge instructors from each field. If you aren't sure this is for you, you can purchase a 3 month trial for a lot less than $29 for one month through Ebay.

I worked for a private sector IT and management consulting company for many years. In one line of business, we developed IT user training for the DoD. Veterans and other Government employees often use specialized user training. We developed classroom training for a joint deployment system. We also developed on-line and on-CD training for an aircraft load planning system and a flight planning system. Later as a DAC, I found myself using a lot of on-line training for many types of Government systems including the Travel System, civilian personnel system, transportation planning system, and others. We also had Microsoft Office on-line training available from basic through advanced user. Of course, we had the annual IT security training on-line. Closest I came to programming training was advanced Excel and Access training. Not sure this is what you're looking for, but it should give you a functional user perspective.
