I was stationed at MacDill for about 3 years. MacDill has at least two large joint forces headquarters, US Central Command, and US Special Forces Command. Also there's an Air Force Wing on base. Not sure if it flies fighters or tankers now. Army equipment repairer doesn't seem like a good fit for the joint Headquarters, especially at E-4. There might be Army or joint tenant units that would have slots for a 91C, but it seems doubtful. If you want to move to central or south Florida, you might consider a recruiting assignment.

MacDill, not going to happen. I'm pretty sure they don't even have Army requisitions for 91C there. It's a joint Base and only a handful of Army MOS's and slots are there. You'd have a better chance if you were a 92F

It’s not what it would look like, rather is it possible? There is a joint command at the base, but that does not usually reach to mechanics as the AF has the required skill sets to fill those positions. You can always ask your branch. Unlikely.

What would it look like for a 91C SPC in the Army to try and PCS to MacDill AFB?

I was stationed there and can tell you that it is extremely unlikely that you would be offered a spot at MacDill AFB. The Army positions are becoming few and far between if you are outside of intel and never saw a 91 anything there, a couple 92G, a couple 42A and the rest were intelligence and E4 spots are even more rare but good luck. Nothing wrong with trying.
