To add the poor hiring practices little diversity and few Veteran's, are from the Obama administration. Hire civilian dummies who need a job Blacks preferred

I applied for a Fed position that I was already doing as a contractor and provided all the detailed documentation to support my qualifications including DD-214, Navy Training Records, Training Certificates from previous employers, etc. because I retired as an O-4, and I don’t have a VA disability rating, I don’t get points for Veterans Preference. After three turn downs, I decided to remain in my contract position.

Application, Resume, and a whole lotta luck. The Vet Preference Program for me over the last thirty years has been nothing but a farce. You can claim Vet Preference, but you need the experience. I had a case years ago where I was qualified and the other guy had some sort of specialized degree and was not a veteran - EXTREMELY hard to prove that you are not getting preference. Be very detailed and tell everything. A CV won't do - you need a full-blown resume.
