Who is the "Certifying Official" on a DD 368? After having it signed by the commander, what is the next step?

Im trying to go active duty and I'm trying to figure out if my COC is finished on their end, it's already approved my my commander, was wondering if it still had to go up to the general, thanks any additional information would be appreciated.

DD368 National guard to Active Duty | RallyPoint
I currently have a DD368 in the CoC. Yesterday my UA told me that battalion and brigade had already signed and it was waiting at state. Has anyone else gone through this process to swap from national guard to active army, if so how long did it take once your paperwork was waiting for the last signature?

If you are in the 381st EN CO (the only AR unit I see in Tifton GA), 926 EN BN, 926 EN BDE, 412 THEATER EN CMD then it goes to BG Christian or his designate. I notice there is another BG in the command. She might be delegated the authority.... Unless the USAR has some other ADCON relationship that is not out there in the public. It is also unclear what endorsements are required between your immediate COC to the GO level. There wasn't anything in AR 135-178 on conditional releases. On the DD368, backside, there should be a governing regulation/DoDI. You may want to,look at that, then see what AR covers its uses. The AR will likely have the processing chain and levels of approval/certification.
AR 601-210 para 5-20 and 5-21 reference the form and the process tangentially. AR 140-10 Chapter 9 has info but not nuts and bolts of who processes what when.

Yes, it does. Simply put. First one in the chain. Need to go up from each level.
It can take up to 6 month depending on the state, normally after your CoC approve the 368, it has to be signed by a General Officer or your States G1 if there in no General Officer within your state

THREE STEPS TO MILITARY TRANSFER USING FORM DD 368
Form DD 368 - Request for Conditional Release - can be obtained from your commanding officer, or you can get this form online.
1. Fill out FORM DD 368 completely, with all required information about your current military obligations and the military branch you wish to transfer into.
2. Bring the completed form to your commanding officer for their signature. Before they sign, you'll have to explain your reasons for transfer. For example, you may choose serving in the Air Force to gain more practical skills for your post-military career goal of becoming an airline pilot. Do you have a skill that serves the military branch needs? Highlight your skills that are in greater demand in your requested-transfer military branch.
3. Your completed Form DD 368 must then be signed by a recruiter from your new military branch. Recruiters have the authority to accept voluntary requests for transfers only with written approval by a commanding officer.
FOLLOW THROUGH AND FOLLOW UP
Take the recruiter-signed Form DD 368 back to your commanding officer for submission. From there, other officials can approve or deny the application formally.
Always follow up and be persistent; the military branch may deny the release request depending on the current needs and terms of a military service members' contract, but it is always your right as a military service member to submit and resubmit your request.

The short answer is yes, the first General in your Chain of Command is the certifying official. It does not need the approval of anyone else in the chain, although their cooperation is helpful especially if you are trying to expedite the process.

CPT Lawrence Cable - Sorry, pulled up the Form, the Certifying official is not in your current chain, it the the official that certifies or administers the oath for your new enlistment. The authorizing Official is the first General in your chain of command. The recruiter should help you fill out section I, Section II is the actual release, and section III is certifying that you actually reenlisted.
