Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

U02-17 Published: SO# 82; 2017-04-20, so for my prospective I was on top of getting my promotion as I'm not a young Soldier and in a time crunch. My packet went to State 120 days out 28 Jun 16, I had my FED REC board in July sometime, my packet went to NGB on 1 Aug 16, Waiting assignment to the scrolls on 5 Sep 16, and waiting acceptance to the scrolls on 18 Sep 16. My State promotion was cut 28 Oct 16, DOR +5 years, and started tracking days on 10 Nov 16. 162 days scroll days and 298 total days later I have just received my 12th and last promotion for my long military career. Would any of this helped in the last administration? Don't know. All I can share is stay on top of your career, nobody takes care of you better than you.

Come on P02-17! Woohoo! ... Day 167... (hasn't updated yet), but I as well am on this scroll and on title 10. (My CDR keeps saying September 1st, but I have a more optimistic view, like any day now).

166 days on the scroll is still fast compared to the other scrolls. I am sitting at 35 days on the scroll with 90 days from state to it finally starting to count.

I actually had almost the exact same experience for my 2LT to 1LT. It took 7 months after I received my State orders before I was put on a scroll, but they spelled my name wrong (or messed up something?) so I was moved to the next scroll 3 months later. It's now been 13 months and I've finally hit 122 days in the DoD Approval Cycle and it finally turned red. My peers received their promotion within 2 weeks of that so hopefully you're not too far away!

Thanks for posting your experience! It looks like we are on the same scroll. As you may have noticed, some other people on this thread have indicated that they saw orders were published around 140 days, which is consistent with what you said. Also, I don't know for sure, but logical thought would suggest that, once you make it this far there are probably not going to be any more setbacks for the scroll because something is messed up in somebodys packet.
So, that being said, we're almost there! Go get a uniform switched over if you haven't already!

New Update: As expected, my scroll went over 120 days in cycle and the status bar turned to red. As we've seen before, that seems to be the max time these things are supposed to be in the process.

My husband is on scroll P01-17 which as of 1/18/17 is at "98 days/OTJAG." Selected for promotion by the State in February 2016, working in slot since 6/1/16, packet at NGB since around 6/20/16. It's hard for him to break from his civilian job to check on this so I talked to Ms. Renee Marshall in the NGB Fed Rec office today (her number can be found on GKO). She explained that even though the Gateway tracker "should" be updated every 2 weeks, prior to 1/13/17, her office had not received an update since November! So....even though it appears that the scroll just moved to the JAG office this week, it could have already been there since November/December. She said the average time at the JAG office ranges from 45-60 days and is the longest stop in the process. She also stated that there is a possibility that the scroll could have moved out of the JAG office in the last couple of days but we won't know that until the next update gets posted. Overall, she said the process usually takes 6-9 months from the time the packet is received at NGB, so "hopefully" this will be finished by March. I know this is a very frustrating process, but I hope this info helps. Good luck and congratulations to all on their promotions!

Thanks for the comment. I'm on that same scroll so I'm glad you posted what she told you. I sent her an email but never received a reply. Like your husband, I don't have much time to call so I figured that would be a good way to get an in-depth response. I guess maybe she doesn't check her email that often...
Did she happen to give you average time ranges for the other offices the scrolls move through? If we can post that info here, people can get a rough idea on when they can expect orders, no matter where they are in the process. That's been my main goal with this thread.

Honestly it seems like there are no "hard & fast rules". Mrs. Marshall gave me a publication date for my orders of "by the end of March" and my state OPM told me that around 120ish days I should see them in IPERMS. This whole process has really made me think twice about extending with the guard in 2 years.....no other branch as to put up with this nonsense.

FYSA: I spoke with a woman by the name of Renne Marshall who is the "SME" on the FED REC / Packet status at NGB. Her phone# is [login to see] ....she was extremely helpful & gave me a realistic time frame for when my scroll would be published. I recommend giving her a call if your wondering where the heck your scroll is at!

MAJ(P) (Join to see) - I've been on the down wind side of a lot of bad smelling Army processes, but I'm down right taken aback by the length of time this process takes. How is it that NGB hasn't pushed out guidance on this issue to unit level reps on how to expedite or at least get ahead of this process? I suppose now its just a waiting game.

1LT(P) Jaime Felix - Sometimes scrolls get held back if there is any adverse information / action on any of the officers background checks. Holds the whole thing up until those folks are dropped off the list. Its a incredibly inefficient system

because the packets go into an in box on someone's desk at G1 and they sit there until they have a certain number (50 is what I've been told) to process so they can do them in bulk instead of one at a time as they come in.

MAJ (Join to see) - I got my state orders for CPT in June and it was middle of September before I got FedRec. Guy in my current unit got selected for LTC last year. Board met Jan, List came out in June, he didn't get his promotion orders until December.

How do I find out what scroll I am on, the G1 Self Service says awaiting to be placed on a scroll but it has said that for over 30 days is that correct??????? I just read this great article that said "the average processing time for federal recognition of scroll lists processed to completion has been reduced from 195 days to 155 days during the 2018 fiscal year."

I believe that is the processing time once NGB has sent the scroll to DMPM. Any decrease is a good thing, but the process is still too long and inefficient.

I'm back! The last time I ran through Fed Rec it took me about 260-270 days from State Promotion Orders to Published Fed Rec Orders in IPERMS. Hopefully this time will be better, but I'm not holding my breath. Currently awaiting a scroll, time starts now.

My state order for CPT was effective 20OCT12, federal order was effective 30JAN13.
This time my state order for MAJ was effective 09AUG18 and my scroll (P01-19) is currently sitting at the OSD. Hoping for orders to be cut before the week is out. All in all, I feel pretty fortunate compared to some of the stories/timelines I have heard about.

1LT(P) David D. Mathies - I think you might've been mistaken in regards to U14-18 being published. Since U is for warrants (and unless your fellow PL reverted), he was probably on PL14-18.

Is anyone else on PL14-18? I put this out of my mind initially given how long it took for 2LT--->1LT, but seeing that PL13-18 just published, its given me some encouragement the process has indeed sped-up. I am unfamiliar with the process as a whole. Do these scrolls publish sequentially?

I still have not figured out. Some scrolls sit at the SecDef for a month and it seems that P8 and P9 were there for one day. Not complaining but there is no rhyme or reason to it.
