Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

P04-18 was at OTJAG for about 32 days. Maybe they are starting to get their crap ironed out. Hasn't hit the G1 tracker yet but I guess we are at DMPM now and only 65 DOD days into the process..... Maybe we'll spend 150 days at DMPM! blah

I'm on 13-17 and we are out of OTJAG and DMPM, presently with DCS G1. How much longer are we in this thing? I'm assuming we have passed the longest offices but I know that might be wishful thinking.

I am on P10-17. A couple of weeks ago someone on my scroll contacted OPM and was told 30-60 days, but I find that doubtful at this point. The 3-4 months CPT Zenzen mentioned sounds more reasonable. We are at DCS G1 as well, and at 250 days on the scroll today. From what I'm tracking for the P01-17 through P09-17 scrolls that have published, the scroll day range prior to receiving promotion orders has been 175-283 days, with an average of 227 so far.

The tracker isn't current a lot of times. They only update it once a month from what I understand. You could be further along than you think. CW2 Brad's tracker is more accurate. I'm not sure how he gets it but it is way more up to date than the one at the self service site.

CPT (Join to see) - Not my tracker sir, it came from my state OPM. However the information is available in DPRO (you need access to it, typically S/G/J-1's will have access).

As funny as many of these posts are...the real reason it takes so long Is that your packet has to go through, literally, 16 separate offices. This does not include what happens at your state. For some reason it has to go through like 3 separate JAG offices. This issue has been brought up by our leadership numerous times to NGB and per the usual NGB response was, "oh well." So don't expect it to get any better any time soon.

Bad news for those on D08-17, apparently your G1 trackers showing it has been at OSD for over four months is erroneous. My state's G1 just relayed an update to me that showed that scroll as being reported in error. It is actually at DMPM as of 310 days on your trackers. Sorry.

For those of you on P08-17, U06-17, and D08-17 I highly suggest submitting a congressional inquiry to your local representative. It was a very quick process, and I had a response back from them in a few days. It may not solve the issue quickly, but at this point there is serious incompetence at NGB that needs to be addressed. If the Guard leadership wants to hound on accountability and retention, it's laughable that they don't address these issues!

I contacted my congressman by going to his website on the House of Representative website and sending an email using the "contact" link. After two days a person from his office contacted me and emailed a release form I had to sign for an inquiry. The person said he is already working an inquiry from my district and has been in contact with both NGB and big army. From our discussion it sounded like a lot of people are aware of the issue. I would encourage everyone to contact their representative...hopefully if we make enough noise the right person will hear and try to find a meaningful resolution.

Sp$ Byron Skinner. Don't know nottin' about officers promotions. Seems to like in the day a 2LT. gets killed or would that keeps him from returning to duty so other 2lt. would come a long and become a 1st. Lt. and take over the Platoon. XO's didn't get killed or wounded much. Troop Commanders had to do six months then to HQ and an 04 rank, the vacated 03 slot would be filled by an 02 with a couple of years in. After that I don't know what happened to them.

For enlisted an E-3 upon arrival in Vietnam could expect if he was half decent be an E-6 which got reduced to E-5 when he got back into the world. Seems like, as usual, the EM gets the short end of the promotion stick.

Sadly, I see on this forum scrolls that are after U06-17, but with screen shots showing them at SECDEF, whereas U06-17 is still here at the same spot. The indolent, ineffective, and immoral NGB cannot even update the tracker. It sickens and angers me to no end that these same people still receive their promotions and pay for performance. For what? Really, FOR WHAT?! If the NGB was managed like a private company, there would be a ton of terminations. Worthless, simply worthless!

I would go as far as saying that such negligence warrants some manner of accountability, if not judicial punishment. However, all of us know that will never happen. For some reason the folks at NGB are made of Teflon and in a protected status. Why?

Well, at least they have an excuse for a while on why our packets are not moving forward. Maybe for the last year they've been conducting an orderly shutdown to prepare for this? About another year to start back up and we'll see things start moving again. Doesn't affect me nearly to the same level as everyone else...

And to think, during the shutdown, or any shutdown for that matter, Congress still gets paid. At the same time, however, their aides do not get paid, and they are the ones doing all of the work. This scenario reminds me of the old MASH episodes with Radar O'Reilly and COL Henry Blake, except in this instance Radar is like a Congressional Aide and COL Blake is the Congressman. Radar (aide) would then present to COL Blake (Congressman) a huge stack of forms, with COL Blake asking, "What am I signing?". Radar replies, "You are signing this form to acknowledge your are signing the other forms, but those forms do not need a signature because this other form says so, but you need to sign this form that gives me permission to present these forms to you, which you do and do not have to sign....sir."

I've seen a few comments that folks have found updates through the grapevine (NOT the FEDREC tracker) that U06-17 & P08-17 may have had some movement. Congrats to you all- some motion is better than none. Anyone have any back channel info on P09-17?
Side note- it's been 5 months since P07-17 published...

I know my last promotion took well over a year. I was floored at the pace it moved at. It reminded me of the old catsup commercial, and the guy running down stairs to catch it on his bun. Only slower, much, much slower. In the days of computer technology, we have discovered a way to move slower than ever before. How is that possible?

Update on U11-17. I just spoke with NGB. The scroll is actually at OT Jag and the tracker is accurate. What that means is a little ambiguous though. The label of OT Jag includes CID and about 5 other departments. I was told that if there is an officer on the scroll the entire scroll gets put on hold and sent to an officer review board, that board has to convene and decide if they are going to leave that person on the scroll or pull them and send the scroll on without them. Being that this scroll has been at OT Jag for over 123 days now, I'm guessing this is the case. So I think our best bet at this point is to try to find out who is holding up the scroll and take care of the problem ourselves. If no one is on board with that, I guess we continue to wait at OT Jag.

CPT (Join to see) - No, I stopped calling long ago myself. When I was going through my initial FEDREC for appointment they seemed annoyed the few times I called. Now from what I am seeing here they don't want anyone calling anymore (although some people do seem to occasionally get through and get answers somehow).

If you're direct-commissioning, shouldn't you have a board to go to? That's how it was for me when I direct commissioned 3 years ago. I met with a board of 04/05s, with the President of the Board being an 06. At the end of the board they approve you, and I was sworn in with a DOR of that day. This was for the Guard.

It's a little bit different in the reserves and for the AMEDD branch. Your board is done at HRC not at the unit level. Your whole packet is determine by HRC if you are a go or no go. Once the board is done the recruiter will let you know what the discussion is. Then if you are selected then you will wait for your DA 71 to come down .

2LT (Join to see) - Nice, welcome to the AMEDD and congrats on being eligible for Direct Commission, that's awesome. If HRC is the approval authority, your packet *should* process significantly quicker than ours. Apparently back in the day, Guard Bureau was the approval authority, and most packets were done within 90 days. In Jan 2015, the Sec Army decided that all Guard Officer promotions would be approved by the Sec Def, and there are like 14 offices or some malarkey like that. That is why I submitted my promotion packet a year ago (Jan 2017,) and it is still "processing."
