Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Fed Rec Scroll update as of 01 Mar 2018 from our State G1 HR WO. I'm on U11-17 and patiently waiting here in California.

A couple of things might affect this process.
1. Primarily, NGB has been working with DA to get a lot more of the prescreening done. It was felt this would really help move things along.
2. I dont know exactly when the process "went digital", but that will help as well. I read somewhere on here that it was mid FY17, but not sure.
3. Going digital on TMT also helped improve status reporting. In some cases, it may be that improved reporting just made it seem like things are catching up.
4. Finally, and biggest, as I have said before, this is just normal staffing of documents. NOTHING gets put under the boss's pen or passed to the next office until it has been put under the microscope. The recent article in the NGAUS talked about parallel processes. I dont see that ever happening. There are some, like JAG that might do a little. But fact is, nothing goes to SecArmy until the CSA chops, and nothing goes to the CSA until the VCSA sees it, and nothing goes to VCSA until the Director of the Army Staff approves. Those things will ALWAYS be serial processes, because thats how Staffs work.

Along those lines, in my case (U01-18), I noticed that the above report showed us out of JAG at DMPM. The image says it is as of 1 Mar, but two of the scrolls say "published 2 Mar", so its off a little. Still, it wasnt until 20 Mar that my info on the G1 portal updated to show that. Its expected, not a problem, but one more anecdote about how all the databases operate at different levels of accuracy because of manual updates.

CW5 (Join to see) - In your opinion, which is the longer wait? JAG or DMPM? I am on P04-18 and was very surprised that we were only at OTJAG for around 40 days. I have seen several folks post here that in some cases they have been at OTJAG for 150 days or more. Perhaps they are starting to streamline the process. I have been in for 22 years, prior NCO / WO, so these long waits are discouraging because I am hoping to retire as a LTC and everyday this process drags on makes that less likely.

Update as of 20 Feb. Looks like there might be a little movement....
Added a new sheet. This shows the status of each scroll over the last month, with yellow highlights indicating movement. Just seemed like an interesting exercise...

Does anyone know if there is a mechanism in place, let's say going from T-32 to T-10 for a deployment that can be leveraged to make my promotion faster? I'm eligible now and I have just switched to T-10 and was wondering if something I can do. I am on a scroll already U04-18 say's on the counter 67 days in yellow, but my packet has been at NGB for 200+ days any ideas? one other question, is it the total days a person's packet has been at NGB that people are counting or what the counter is saying theirs is at that people are commenting on? because if thats the case I'm F--CK if my counter is only showing 67 i got a long way to go based off the current number most people are getting promoted at.

Here's a final overview of the offices/days for P10-17, and hoping that these types of delays are not experienced by any of us again in the future. MAJ (Join to see) - Sir, you are right. Thats not what I was 'told' but it IS what AR 623-3 says. There is also an NGB PPOM 14-017 which states the same, serving in a next higher rank position, having State promo orders and scroll in "Accepted/Approved for Scrolling" status.
That PPOM does also state that it is for OERs only, and the (P) is not authorized for use on a signature block. That is from NGR 600-100, which it doesnt look like has been updated since 1994.
AR 25-50 also prohibits the practice, "except where it enhances the image of the Army". Example given was an LTC serving in a COL spot, signing correspondence requiring a COL signature. Here I am thinking of an "O-6 memo" for mobilization, etc.

Same here. I hope that is done not loose traction. I have been in a O4 slot since DEC 16 and while it hasn't been terrible, it helps to be in the correct grade for the position. Back pay would be nice but are unlikely so Ill hope for recovery of some TIG.

I just received an email from the Command Chief WO of our state. He sent an email from our state Chief of Staff stating that there is grounds for ABCMR, which would correct your DOR.
The link to the ABCMR is as follows.

The recommendation that was made is to submit the request for change back to the average days it should have taken you to get promoted.
Here is a link to the document that he sent that outlines the process and the average number of days it should take for the promotion to become effective.
Long story short WO's and 1LT's should be around 130 days total.

I used the process to backdate my MAJ date of rank, and it was relatively painless. The only difference is that my promotion was delayed due to board results being thrown out and the process needing to be restarted. Which ended up pushing my original DOR past my max time in grade as a CPT.
Those of us in the UVP/FedRec process are for the most part are being promoted "early" and not at max time in grade. So I'm not sure how we demonstrate "harm" to the board and ask for relief.

COL (Join to see) - would the harm be that it throws the timeline off on your entire career? I've been 1LT for 3 years, 8 months. Been commissioned for 5 years 10 months. I got promoted to CPT at the state level in June 2017, and as of Feb 9 2018 I'm still in fedrec purgatory. I turn 40 this year, and due to this fedrec delay (and the anticipated next one) there's pretty much no way I'm gonna make Maj before I retire. That directly affects what I get in retirement, and I'd call that negative impact harm. Oh, not to mention that I'm almost a year behind most of my peers I went to IBOLC with, thanks to fedrec purgatory.

Recently, I took a break from checking the ARNG G1 site and instead took to follow the well-known aphorism that 'a watched pot never boils'. Well, that, too, did not work because I checked the G1 site today and there is our scroll, growing mold from the coffee stains and sitting at the JAG. To use the analogy above, in this instance not only is the pot no longer boiling, but there is no water in there; it evaporated. In fact, the owner of the pot moved out of the house, which has since been torn down to make way for an IMAX theater and an 8-lane freeway with HOV lanes. All of these were constructed and opened in the time span of this FedRec process.
