That PPOM does also state that it is for OERs only, and the (P) is not authorized for use on a signature block. That is from NGR 600-100, which it doesnt look like has been updated since 1994.
AR 25-50 also prohibits the practice, "except where it enhances the image of the Army". Example given was an LTC serving in a COL spot, signing correspondence requiring a COL signature. Here I am thinking of an "O-6 memo" for mobilization, etc.
I know this was all tongue in cheek, but with all these scrolls being signed, there's nothing else to talk about!

The recommendation that was made is to submit the request for change back to the average days it should have taken you to get promoted.
Here is a link to the document that he sent that outlines the process and the average number of days it should take for the promotion to become effective.
Long story short WO's and 1LT's should be around 130 days total.

Those of us in the UVP/FedRec process are for the most part are being promoted "early" and not at max time in grade. So I'm not sure how we demonstrate "harm" to the board and ask for relief.
I apologize for being off the grid since my last post, which was exactly 30-days ago. Recently, I took a break from checking the ARNG G1 site and instead took to follow the well-known aphorism that 'a watched pot never boils'. Well, that, too, did not work because I checked the G1 site today and there is our scroll, growing mold from the coffee stains and sitting at the JAG. To use the analogy above, in this instance not only is the pot no longer boiling, but there is no water in there; it evaporated. In fact, the owner of the pot moved out of the house, which has since been torn down to make way for an IMAX theater and an 8-lane freeway with HOV lanes. All of these were constructed and opened in the time span of this FedRec process.

I'm am of course interested in the pay as it would be a nice little bonus for me this year, but more interested in the TIG as I'm sure many other people are as well.

Anyone have any updates? This thread has gotten a little stale since CW5 Bruce B. promoted. P10-18 is showing 120 days. What scrolls are longer than 120?
This is my best guess, please correct me if I'm wrong:
L = 1LT
P = CPT-LTC
S = COL-LTG
D = CW2
U = CW3-CW5
If scrolls starting with "L" are just for promotion to 1LT, there are a lot of people in those scrolls. Last year, there were 16 "P" scrolls. Since there are only 4 "L" scrolls per year, I assume that means there could be up to four times the number of people in "L" scrolls than there are in "P" scrolls. I don't see the "L" scrolls move four times slower, so that's positive.
There was a batch of 3 scrolls that were published at the same time. We barely missed that group. Now I assume we will be the old scroll in the next batch.
