Why is there such a long wait for reserve component officer and warrant federal recognition/promotion?

Can anyone tell me why the process takes so long for RC officer/warrant promotions to run through the FedRec cycle? I'm an ARNG officer and I've had my state promotion orders for CPT since the middle of April. I've been tracking my packet on the ARNG-G1 website and it was awaiting addition to a scroll until a month ago and last week the scroll was ready to start the approval DoD cycle. Thoughts?

Money and the slot movement process is complicated. I was appointed as a reserve warrant officer in 1975 and I was a regular army NCO. The army does strange things. Do they learn from their mistakes? Sometimes. Not going after Russia after WW2. WMD? Iraq? Iran?

No updates on PL09-19, and I doubt we'll see any the rest of this week. I find it humorously/frustratingly ironic that the scroll has spent nearly double the time at the last step (OSD) than it did at the other steps. The only thing I can think of is that the scroll has been signed and there's just a lag in publishing the orders.

What scroll are you?
Not everyone has access to iperms on a daily basis. If we can identify who is on what scroll it may give others on the same scroll a heads up to check their records. Sometimes a scroll will publish and we won't even know due to time delays, etc

I am on scroll P06-19, which was at Adverse Action Screening last week. This week I looked and got this "Awaiting Dir of Mil Pers Mgmt; P06-19; 0 Days in DoD Approval cycle" which I thought was the first step. Did we get sent to the back of the line?

No. Adverse Action is the first step from what I know. Then DMPM. I found this link fairly useful in understanding the process. Granted it says WO for the file, the process is essentially the same from what I understand.

CW2 Barry Bertram - Chief: I've found no rhyme or reason as to gauging the timeline for packets. I've seen packets leapfrog other packets. The timeline, in my opinion, is nothing but a best estimate.

Chief: By "packet went up in October", do you mean from your unit to your state? The timeline doesn't start until the state promotion is sent to NGB for Federal Recognition. For myself, my state promotion to Major was in late November, but that wasn't sent to NGB until mid January. They're trying to get their part through in 90-120 days, but again that only starts once NGB gets it from the State. Granted as a Chaplain, this is my first time going through this process and it's anything, but straightforward.

My current packet took nearly three months for the Fed Rec clock to start running. I was state promoted at the end of August. The days-in-scroll numbers didn't start moving until early December. U01-19

I’m confused. I thought we were waiting for FedRec. I have orders dated 9JAN2019, but are signed by NGB (GEN Lengyel). Am I still waiting on Federal orders to be promoted or is this all it is?

Is anyone else on scroll D11-18? Also is there any recent information on how long it is sitting at each stage? Currently at the SECDEF day 151 and am wondering how long people normally sit at that level.

Also on the same scroll, from what I understand is SECDEF is typically around two weeks... however we are working against the holiday season so who knows. At least we are finally on the last step. I'm hoping we get it before the Christmas break but who really knows with all of this.

Hopefully it wasn’t on a deployment. I came on orders 2 months early to help with the mobilization. I got my Federal Recognition and was (pinned) in July of 2007 but the effective date was April of 2007 so I was on active duty that whole time so the back pay was around $3000. The IRS considered it a bonus and kept almost $1500 of it even though it wasn’t a bonus

U10-18 seems to have been at JAG for a while now. Anyone know the average time for JAG on the Warrant promotion packets?

I don't know the trend for WO scrolls specifically, but I don't think there is a difference in that step. For P10-18, we were at JAG for 82 days. That's a little longer than the recent average, but it's not anywhere near the longest in the last year or so. We are stuck at DMPM now.
Seems like there has been no movement since the article published saying that they are doing a great job fixing the delays. I figured that might happen. We are also fast approaching the time of year where long projects naturally stall. Anyone with a scroll that doesn't publish before Thanksgiving will likely experience additional delays through mid January. I am not the expert, but I would infer this to be more true than not based on personal experience and absolutely no research to back it up.

From what I am told. at the JAG process that is where the do a background check and look for legal issues that would hinder a promotion. I imagine it being a couple of E-4's scanning packets and throwing the good in one pile and needs reviewed in another pile. If anyone on your scroll needs reviewed for whatever reason the process can hang there. However, I am on scroll D11-18 and it was at JAG for a while, I took a break from checking the status to relieve my depression and two weeks later I was at SECDEF.

Is just an Army issue? I never had a problem other than the longer time in grade requirements with promotions. If you were in a slot for the grade and had all other prerequisites met boom! Promoted. That is my experience from the GA ANG.

Are we able to vote a comment down? This is the complaint department. The "Boom, Promoted" department is in another thread. Kidding of course. This is unique to the ARNG. We don't get to submit the promotion package until you are in a position that allows that rank. So by design, you are expected to perform the duties of the next grade until the Federal Recognition process is complete. Lately, the process from start to finish has taken as little as 6 months, but it was not unheard of to wait over a year. This includes O6 and above. Our Army Component Commander in AZ waited almost a year to pin his star for the same reason.

Going through the same thing brother. Me and several others. Not to mention pay is messed up bonuses lost. All kinds of stuff. I honestly believe it lies at HRC.
