Let's say you have worked with this Service-member in the past and know for certain that he/she has never seen combat and has been on a "walking" profile since being an E4 or below. The Service-member is competent, but openly boasts that they will get "their due".

I’m 100% disabled vet and I have a Handicapped parking permit. On my good days it may seem I can walk quickly into a store or building. I’m missing 3 organs, have heart and lung issues not to mention knee, back, shoulder and heart surgery. Don’t judge the book by it’s cover -

If you know for a fact that they are not handicap but are using a placard then you can notify the authorities who can ask that retired SSG for the placard credentials they have to carry along with that placard. I'm a disabled vet, I have my DV plates on one vehicle and my handicap placard in my other.

My grandfather that had a disabled parking pass, wouldn't use it unless it a last resort. He said those spots are for folks in wheelchairs or crutches

If you do not have intimate knowledge of their injuries, leave it for the MP’s to Handel when you call on your fraud claim. But do not, “I repeat, do not violate HIPAA to find tour answers as you are only inviting more questions to come your way of someone were to ask you where you came upon your information

Report it to local law enforcement. It's not snitching, if the action is illegal. Junior enlisted I might have a word with first, but leadership knows better and deserves the full consequence. Your can not violate the law and live the army values.

I had a severe back injury in Korea. It wasn't treated for 17 days because the "doctor" at the TMC I was covering didn't like women in his Army. I was put on bedrest and pain medication by the nurses. When I got back to my home unit they did an x-ray with a wet read that showed a fracture. It wasn't what was causing the problem, but more bedrest. Sent me to Osan AB for treatment. I'm sure the entire hospital heard me scream from the basement. Essentially all my muscles had frozen to the point, "it is as if all these vertebrae have been fused." The real problem was not found until over a year and six physical therapist later. He diagnosed me by watching me limping down the hallway. They also did surgery on the ankle I broke in three places in Korea. I was the no only one not drunk when I broke it. The PA on call was gay, I didn't give a shit about that. I did care he was a woman hater. Two of the people I was with were the x-ray techs. We could all see the fractures, except him. My ankle was the size of a football and almost black. I was given Tylenol and crutches. I lived on the third floor. Once I got back stateside they did surgery within a month. The podiatrist was messing with it before an x-ray and dislocated it. I'm looking at the talor dome poking through my skin. He jumped back letting go, it popped back into place. I never regained full range of motion. I was put on a permanent profile between that and my back. Nobody made a stink about it because I busted my ass and knew what I was doing. I was filling a PA slot in the basic training area. I didn't care about making rank. I loved my job. I liked fixing soldier's who would have been permanently disabled if one of the medic shammers had seen them. I maxed out my time in rank. I eventually had to go to the Spec4 board, and passed. I knew all the DS's. They offered to let me go through NCO school without doing the PT. I just couldn't do it. It felt like cheating. I then was sent to Germany, with a permanent profile. From there, all hell broke loose. I literally was put in the worst unit in Germany. Where they sent all the higher up screw ups. It was an Apache unit. They had more flight accidents than the entire European Theater combined. They ended up changing the name because of the bad rep. The unit was sent to Bosnia. Those left in rear detachment we're physically and mentally abused. I was medevacced to WRAMC. I spent eight months there. I ended up with 80% and unable to work. I have a disabled placard. I don't use it if I don't have to. I have one ruptured and two herniated discs in my lower back, SI joint disfunction, and spinal stenosis. I may only limp slightly going in. I use shopping carts as a walker instead of my forearm cane. I am usually a lot worse coming out than going in. My mother is also disabled and I take her everywhere.
I would highly suggest not confronting anyone. If they don't have the correct placard, call the cops. I have borderline personality disorder, leaning towards PTSD. On a good day I'd chew their ass like a DS. If it was a bad day, it would not be so good. I usually do many trips in one day and then need two days at least to recover. I get cortisone shots in my spine. Unfortunately, you can only do those until I've maxed out the amount of steroid. There are times I fall because I can't feel where my leg is. It hurts like an sob and I wish I could cut it off, but at the same time I can't feel where it is and have to use a motorized chair to shop. I did go off on one person, she was in front of me in line. As I was leaving I heard her say, "fat don't make you disabled." I got up in her face and essentially told her, no fighting for your right to be an ignorant bitch does. Getting sub standard medical care for physical, mental care does. Then I laid into her four kid with clothes two sizes too small, no shoes and filthy while she uses her EBT card to by junk food, has her $180 nail job and $220 hair extensions. Does popping out kids to get welfare and teaching her kids to game the system make her ghetto trash? The look on her face was priceless. She caught me on a good day. She was speechless. I looked her up and down, said thought so, and limped off.
You don't know the state of mind someone is in. Especially if they're in pain. I see teeagers using what's probably their parents or grandparents placards, but I just let it go. Now in this situation, if there were no placards I'd call the cops. I have before when the truck was in the space 12 hours.
I do carry those large sidewalk chalk sticks. I have been know to draw parking spaces around asshats that take-up two spaces. Then write ___________ parking. Then posted it on Facebook. I may pay for it for a couple of days, or a month. It's really worth it. If it's a bad day I have pre-printed "tickets" I had made. Sorry about any misspellings or rambling. Visiting bio family in Canada and currently heavely medicated. Which I hate.

try to get an appointment with a pain management Doctor. My doctor has given me RFA in my lower back and on Wednesday this week I will have it done in my neck. I swear I have had relief of my back injury from this procedure, but yes, I still take pain meds and I will until I die. I have spinal stenosis now, too, it seems to be the common run of nature. But while I am nowhere near what I was in'78 physically, I have bona fide help now and I don't go to the VA anymore. I go through BAMC in Ft SAM. Get with the DAV, they can help you get better treatment.

You are aware that you can get a handicap placard for mental health issues also you don't need to be physically disabled to be considered handicap.

Nothing because he probably can't hear me say anything to him because of his 100% hearing loss... I am just saying you never know what is up with people. If they have a valid handicap placard, I would leave it be unless you knew for sure. Its kind of like if someone came up to you while in uniform and claimed you were committing stolen valor. I know that would annoy me, so I am not going to go out of my way to try and find a faker. Never assume.

Ok the second part of your question is a bit different (almost like two different questions as the first one implies it is a stranger). If you know the guy then just go up to him a strike a friendly conversation if it really bothers you. No reason you can say something like, hey man, you okay, because I see you are parked in a handicap spot... Did something happen?
