Pardons are not exonerations. This is a feel good story that assumes much. Having sentences vacated is much the same. The last I checked, there is nothing in a pardon that says you are innocent.

You may want to look at the law in Virginia before you make that statement. In some states, like Texas, pardons may be made for "Actual Innocence." The procedure in Texas requires that the applicant follow the procedures in §143.2, Tex. Admin. Code, and state law regards such a pardon as being a declaration of innocence. Texas also has pardons that are merely clemency, and do not have the same effect.

I don't know what the law is in Virginia, but it may very well serve the same purpose. In any event, your blanket statement is incorrect.
